COLUMBIA -- A new report says South Carolina has one of the nation's worst governors.

The group Citizens for Responsibility and Ethics in Washington names Governor Mark Sanford as one of the most incompetent and unethical governors in the nation.

CREW reviewed the performance of each state's governor and came up with, what they say is, the top 11.

They claim the top 11 state leaders' negatives outweigh their positives.

In addition to Sanford, others on the list include:

• Gov. Haley Barbour (R-MS)
• Gov. Donald Carcieri (R-RI)
• Gov. Jim Gibbons (R-NV)
• Gov. Bobby Jindal (R-LA)
• Gov. David Paterson (D-NY)
• Gov. Sonny Perdue (R-GA)
• Gov. Rick Perry (R-TX)
• Gov. Bill Richardson (D-NM)
• Gov. Mike Rounds (R-SD)
• Gov. Arnold Schwarzenegger (R-CA)
