An accident happened just before noon in Eastover on Monday.  One person is dead, another hurt.

Lance Corporal Josef Robinson says a garage truck flipped over on Watermelon Hill Road in Eastover.  That's about 20 miles outside Columbia.

Neighbors say the terrible scene turned a normally quiet area upside down.  One resident says this was bound to happen.

"My heart was racing, and I was saying 'Oh My God,'" said Eastover resident Billie Jean Wells.

Wells is in shock after seeing the accident happen in her front yard Monday.

"I couldn't tell for sure from where I was standing," said Wells.

Monday morning the Highway Patrol says the driver of the garbage truck ran off the side of the road and flipped.  There were three people inside the truck.  Officials say 40-year-old Gene Brown was ejected from the truck and died at the scene.

"I'm really in shock at the thought of somebody losing their life, it's not a good thing," said Wells.

Wells has lived on the road for nearly 50 years and says this is the first deadly accident she can remember. She calls the unpaved and curvy road dangerous.  And when you factor in other elements, like Monday's wicked weather she's fearful this accident won't be the last.

"I've been expecting for something major to happen on this road because they drive too fast," said Wells.

She just hopes this is the last time something major happens less than 100 yards from her front yard.

The truck driver wasn't hurt, however a passenger was injured.  Paramedics took him to Palmetto Health Richland.

Highway Patrol is still investigating.
