SC governor could win control of 2 troubled agencies

(AP) -- Two South Carolina agencies accused of mismanagement would be put under the governor's control under proposals being debated by lawmakers.

The House Judiciary Committee takes up bills Tuesday to move the Department of Disabilities and Special Needs and the Employment Security Commission.

Sanford asked four of seven disabilities agency board members to resign and on Friday the agency's executive director quit. That comes after a state audit found the operations fall short of protecting South Carolina's most vulnerable residents.

Sanford has been in a long dispute with the Employment Security Commission.

He said the agency was out of control after it repeatedly requested federal loans to cover unemployment checks when the state's jobless benefit trust fund went broke.
