A new study says thousands of eligible South Carolina voters may not have the right identification they would need to vote if the state's voter ID law goes into effect.

COLUMBIA, S.C. (AP) -- A new study says thousands of eligible South Carolina voters may not have the right identification they would need to vote if the state's voter ID law goes into effect.

The study also says many people also don't have a reliable way to get to an office that issues the cards.

That information is in a study released Wednesday by the Brennan Center for Justice at New York University School of Law.

The Brennan Center has opposed South Carolina's photo ID requirement, which was blocked by the federal government in December because it could keep tens of thousands of the state's minorities from casting ballots.

South Carolina is suing to implement the law. A three-judge panel in Washington is to hear arguments later this year.
