SC House approves government restructuring

COLUMBIA, S.C. (AP) -- The South Carolina House has approved a compromise on a government restructuring bill that's been a cornerstone of Gov. Nikki Haley's agenda.

Democrats complain it's restructuring in name only. The House approved it 65-35, and debate continues in the Senate.

Supporters say the bill gives the governor's office control of day-to-day functions of government to make it run more efficiently.

The compromise divides the duties of the Budget and Control Board, an agency that handles much of state government bureaucracy and financial management. Haley campaigned on eliminating it.

Haley is urging legislators to approve the agreement.

It would divide functions between several new agencies. Most employees would transfer to the new Cabinet-level Department of Administration. Functions under the governor's control would include computer technology, and fleet and property management.
