The cover has caused an uproar on social media.
WACH Fox asked the Facebook community what it thought of the image.
"I think Time will do anything to try to boost sales," said Sue Turner
"Good Grief!" exclaimed Donna Coffin.
Allan Cook says, "This used to be fairly common. I remember when the Regency Mall was in its prime and as I walked through I saw a woman breast feeding her child. I wasn't offended at all. A sick person that couldn't control their emotions or urges would be thinking differently though."
