CHARLESTON, S.C. (AP) -- James Island voters head back to the polls for a fourth time to decide whether they want to form their own community in the Charleston suburbs.

Voters go to the polls on Tuesday to decide whether to incorporate as a new town with a population of about 11,000 people.

Three previous attempts at incorporation over the past two decades were tossed out by the courts after legal challenges from the City of Charleston.

If the voters again decide to incorporate the town, there will be another vote on July 31 to elect a mayor and members of town council.
