Norway, S.C. (WACH)- The controversial mayor of a small Orangeburg County town has been arrested.

According to the arrest warrant, in January, Preacher was stopped by a highway patrolman.  After the stop, Preacher turned around and tried to arrest Trooper Steven Williams. Preacher a former Police chief in Bamberg County  tried to pull Williams over and told Williams he had the right to do so since he was a state  constable.
