CHARLESTON, S.C. (AP) -- Duty is a word cadets live by at The Citadel, the historic military college in Charleston, S.C.

Now the school is doing some public soul searching over whether it did its duty by nine youngsters who say they were abused by a man who once was a counselor at the college's summer camp.

The college received a complaint in 2007, never contacted police and did an internal investigation.

The president of the American Professional Society on the Abuse of Children says it's a typical response.

Ron Hughes says institutions try to avoid publicity, but administrators and lawyers aren't trained to deal with the complexity of child sexual abuse. While institutions tend to side with their employees, he says most of the time a child's report of sex abuse proves true.
