COLUMBIA, S.C. (AP) -- South Carolina senators will resume debate on a $5.8 billion general budget spending bill.

Debate scheduled for Wednesday comes after legislators spent much of Tuesday recapping broad spending ideas in the budget bill.

Senate President Pro Tem Glenn McConnell complained that the more than $1 billion put into the state's Medicaid programs for the elderly, disabled and poor is taking too much away from education programs and buying school buses.

State Sen. Mike Fair told the Senate that Gov. Nikki Haley's push to consolidate the state's prisons and parole agencies won't be completed this year.

Senators hope to wrap up work on the spending plan this week.
