SC legislators consider inter-district transfers

COLUMBIA  (AP) -- Students attending schools with chronically low test scores could transfer to a better-performing school in another district under a proposal being considered by South Carolina legislators.

The Education Oversight Committee recommends requiring school officials to allow the district-to-district transfers if a school has posted the worst of the state's five report card ratings for three consecutive years.

Committee director Jo Ann Anderson said Tuesday that transportation has yet to be worked out.

The proposal is opposed by school officials in fast-growing districts who say their schools are already overcrowded.

Proponents say race also plays a part in the opposition, since it could mean poor black children transfering to suburban schools.
