MYRTLE BEACH (AP) -- The South Carolina State Ethics Commission has ordered the chairwoman of the Horry County Council to pay a reduced fine of $45,000 for missing campaign records.

The Sun News of Myrtle Beach reported the commission originally fined Liz Gilland $367,600 for a missing 2006 campaign finance form.

She faced 11 ethics violations for missing the report and failing to file subsequent quarterly reports.

Gilland appealed the fine Wednesday, apologizing for the oversight.

Commission members said they could not excuse how long it took Gilland to come into compliance. Gilland was still missing minor details on the reports last week, but was fully in compliance Wednesday.
