COLUMBIA, S.C. (AP) -- A federal appeals court has ordered a review of two elections for a local South Carolina school board as it considers the district's election method.
The State reported the 4th U.S. Circuit Court of Appeals in Richmond, Va., is considering whether the at-large election of the seven members of the Lexington District 3 school board is racially discriminatory.
The appeals court said the results of elections in 2006 and 2008 should be studied for evidence that black voting power is diluted.
U.S. District Judge Margaret Seymour looked at election results from 1994 to 2004 in her February ruling that the at-large system is discriminatory. She ordered a new election method, but the school board appealed.
