COLUMBIA, S.C. (AP) -- The chairman of South Carolina's education oversight panel says innovation is crucial to improving student performance.
An annual report released Monday by the Education Oversight Committee shows South Carolina's public schools are not improving fast enough to meet the panel's 2020 goals.
Committee Chairman Neil Robinson says the education system needs an overhaul.
He says the report shows that improvement in reading proficiency is flat and far too many schools are underperforming.
The full EOC board discussed ideas for transforming the system but took no action. They include requiring elementary school teachers to earn a literacy credential, retaining third-graders who are far behind in their reading skills, and replacing the high school exit exam.
Robinson will appoint a subcommittee to study the ideas and make recommendations for legislation.
