COLUMBIA (WACH/AP)—If you are wondering which charities give the most toward their goals, you are in luck, as South Carolina Secretary of State Mark Hammond is set to announce his annual list of  "Scrooges and Angels" during a news conference at the Statehouse.

Each year, Hammond identifies his "angels” as those charities that use at least 80 percent of their donations for their charitable purpose, have existed for at least three years, use volunteers and do not rely heavily on government grants or money from other groups.

Hammond also alerts residents to so-called "scrooges." Those are charities whose financial reports show they spend little on their stated purpose and a lot on professional solicitors.

He will share his list at 10:00 a.m.
