COLUMBIA, S.C. (AP) -- A special GOP House panel created to seek ways to strengthen South Carolina's ethics laws is taking testimony at its first meeting.

Ashley Landess of the South Carolina Policy Council called on lawmakers Thursday to make all levels of state government more transparent. Landess said South Carolina's governor also needs to be more of a chief executive for the state and criticized the system of having each legislative chamber operate its own ethics committee.

Gov. Nikki Haley and Attorney General Alan Wilson also champion the idea of funneling all ethics complaints against public officials through the State Ethics Commission. In August, Halley and Wilson traveled the state, touting a reform package that would abolish legislative ethics panels.

House Democrats have their own panel to study ethics reform.
