Budget debate kicks off in SC House

COLUMBIA, S.C. (AP) -- It's budget week at the South Carolina House.

Debate begins Monday on the Ways and Means Committee's proposal for the fiscal year starting July 1. The $6.3 plan for state revenue includes money to improve cyber-security at state agencies, hire more state law enforcement officers and improve officers' safety.

The total budget is nearly $23 billion when including federal money, agency fees and grants.

The central debate will be over Medicaid and whether to expand eligibility to cover more poor adults as called for in the federal health care law.

Gov. Nikki Haley and House Republicans adamantly oppose the expansion. But House Democrats will fight to include it in the budget.

Democrats point out the federal government promises to cover the full cost for three years.
