Harrell: Appoint top SC military post, don't elect

COLUMBIA, S.C. (AP) -- South Carolina House Speaker Bobby Harrell has proposed the governor appoint the state's top military leader, who's now elected by the general public.

In a joint statement released Tuesday, the Charleston Republican and Adjutant Gen. Robert Livingston called for the change. Livingston was elected to the post in 2010.

Harrell says the proposal requires an amendment to the state's constitution. It must be approved by a two-thirds majority in the House and Senate, and then approved by the voters in the next election.

Harrell's measure calls for the governor's choice to meet several requirements, such as holding a higher-level military rank and attending a graduate-level military educational institute.
