USC names chancellor for Palmetto College

COLUMBIA, S.C. (AP) -- The University of South Carolina has named a chancellor for its online program that starts this fall.

Susan Elkins starts Feb. 18 with USC's Palmetto College, which offers residents with at least two years of classroom credits a way to complete a bachelor's degree at home.

Elkins comes to South Carolina after more than 20 years with Tennessee Tech University. The former middle school teacher has been vice president there since 2006.

USC received $5 million in this year's state budget to launch Palmetto College.

Anyone who has 60 hours of college credits can apply. Initial degrees offered include business, criminal justice, education and nursing.

Officials hope the program expands access to higher education in a state where fewer than one in four adults hold a bachelor's degree.
