COLUMBIA, S.C. (AP) -- A batch of emails released to The Associated Press and other media from Gov. Nikki Haley's office details the confusing response to the release of information on millions of taxpayers.

The emails released this week show there was confusion about how many people and businesses were affected, what was exposed and how to operate a hotline for taxpayers.

The emails lay out the message coordination between the governor's office, state revenue officials, outside attorneys, a public relations firm hired to craft the message and the credit bureau Experian.

On the day the data breach was announced, a hotline was jammed with calls, prompting officials to twice change how taxpayers could sign up for monitoring.
