COLUMBIA, S.C. (AP) -- A state audit has found that South Carolina's health agency has improved the way it forecasts how much it will spend and how much revenue it will generate.

But the Legislative Audit Council also found in a report released Wednesday that state law doesn't adequately limit the activities of Department of Health and Human Services employees who resign to work for companies that do business with the state.

Two DHHS officials in charge of approving payments to such a company resigned last year to work for that employer.

The audit council reviews agencies and programs at legislators' request. Auditors also said the health agency has voluntarily decided to implement a quarterly budget reporting system.
