COLUMBIA, S.C. (AP) -- Legislators are returning to Columbia for a special session to try to finish their work.

The main issues left incomplete when the regular session ended June 7 are the budget, pension reform and government restructuring.

Conference committees of House and Senate members made little progress in the interim on reaching compromises on the chambers' differing plans.

If legislators don't pass a budget this week, they run the risk of starting the fiscal year July 1 without one. State law allows the governor five days, excluding Sunday, to issue any vetoes.

This week's special session will cost taxpayers about $71,000 if legislators stay their normal three days.

Mileage reimbursements and the $131 a day each receives for expenses tallies $50,000 for the House and $21,000 for senators.
