ANDERSON, SC (FOX Carolina) - Anderson police said a 2-year-old girl opened the door of a car while it was moving Wednesday evening and fell out of the car.

According to an incident report, the girl and her 5-year-old brother were in the back seat of the car, and there were no child safety seats found in the vehicle.

The report said that 49-year-old Stanley Witcher, of Anderson, admitted to officers that he had been drinking, and that was why he was not driving. It said that police had to ask the children's mother, 19-year-old Shanique Jackson, of Belton, questions several times before she would respond.

According to the report, Witcher told officers that they wrapped seat belts around the children as a substitution for a car seat.

Police said that an open beer bottle and a marijuana cigarette were found in the car.
