COLUMBIA, S.C. (AP) -- State officials didn't include thousands of people in data used to determine how many South Carolina voters lack state-issued identification necessary under the new voter ID law.

The state Election Commission confirmed Friday a report released earlier this week showing nearly 217,000 registered voters lack state identification did not include as many as 74,000 inactive voters.

State Election Commission spokesman Chris Whitmire said the state put those voters on its inactive list in 2009 because they hadn't voted in 2008 or 2006. He didn't know how many of those voters later became active by voting in elections since 2009

Meanwhile, the Department of Motor Vehicles said the data didn't include an unknown number of people who didn't renew their licenses on time because the agency doesn't track it.
