COLUMBIA, S.C. (WACH, AP) -- Legislators have advanced a bill meant to stop a South Carolina town from using a camera and radar system to send traffic tickets through the mail.

The House Judiciary Committee voted Tuesday to send the bill to the House floor. It specifies that officers must stop a driver along the roadside and issue a ticket in person. The Senate has already approved the measure.

The bill is aimed at Ridgeland, which uses the system to catch speeders on Interstate 95. Lawmakers accuse the Jasper County town of flouting state law that bars tickets based only on photographic evidence. Town officials counter that an officer monitors the system.

Ridgeland's mayor says he believes the system saves lives.

Nearly 10,000 tickets have been mailed by the town over nine months.
