CHARLESTON, S.C. (AP) -- U.S. Rep. Jim Clyburn is promising to get the $400,000 needed for a study of deepening the Charleston Harbor shipping channel. But he isn't saying how.

Clyburn told The Post and Courier of Charleston he has put an earmark for the money in the federal budget three times but it always died in the Senate.

The Democratic lawmaker says he's earmarked millions and that should be proof he will get the money. Clyburn isn't telling the media how he plans to go about it this time.

State Ports Authority officials say they need the shipping channel deepened to 50 feet to handle bigger ships that will be coming through the Panama Canal. There is no money in the president's new budget for the project.
