COLUMBIA, S.C. (AP) -- South Carolina legislators are upset by more than $260 million in deficits that former Gov. Mark Sanford's Cabinet agencies revealed last fall.

Some lawmakers are accusing the Republican's former chief of staff of understating budget estimates.

Accusations flew from the Senate floor Wednesday and Thursday after the Senate held hearings on a $225 million deficit in the state's Medicaid program.

Sanford critics charge that former chief of staff Scott English told the agency's director to lie about looming deficits.

But former Sanford aide and now state Sen. Tom Davis of Beaufort said that didn't happen.

At a committee meeting Wednesday, former Health and Human Services director Emma Forkner didn't say she was told to lie, but did say she followed instructions from English.
