NORTH CHARLESTON, S.C. (AP) -- North Charleston Mayor Keith Summey is promising to fight a plan to put a train assembly operation at Clemson University's site at the old Navy base in the city.

The Post and Courier of Charleston reported the state Commerce Department revealed a rail plan Wednesday to put the train operation in place.

Summey says such a project would violate an agreement between the city and the State Ports Authority not to run a railroad line through the northern end of the old Navy base. City officials fear the project could damage years of residential redevelopment in the area.

But Commerce Secretary Joe Taylor says his agency was not part of the agreement between the city and the State Ports Authority. Taylor says the plan already has the needed approval from two state review boards.
