COLUMBIA, S.C. (AP) -- South Carolina Gov. Mark Sanford says his replacement should continue offering detailed budget plans to lawmakers.

The State newspaper reported that Sanford's comments Wednesday seem to contradict Republican nominee Nikki Haley, though he did not mention her by name.

Haley said last week she would not send detailed plans to lawmakers, saying they threw Sanford's plans in the trash. She says she would offer priorities and set a target goal for the budget.

Sanford has offered detailed plans since he took office in 2003. He told those on his campaign e-mail list the plans offered a way to operate government without raising taxes.

Democrat Vincent Sheheen says he would continue to offer detailed proposals to lawmakers if he's elected.
