COLUMBIA (AP) -- Look for a new round of proposed spending cuts in South Carolina's shrinking, $5 billion general fund spending plan.

House Ways and Means Committee Chairman Dan Cooper said Tuesday he's going to have to cut the budget because there is a lack of legislative support to impose more fees and fines. Those were aimed at keeping the state's courts operating without layoffs and putting enough troopers on the roads.

The House was expected to make a second attempt at overriding Gov. Mark Sanford's veto of legislation increasing state civil court fees Tuesday but the chamber adjourned before taking a vote.

Cooper says the cuts will top $50 million, or about 1 percent of the budget.
