COLUMBIA (AP) -- South Carolina teens would lose their driver's license until they're 18 if they drop out of school or miss too many days of class under a bill that lawmakers are fast-tracking.
A House Education subcommittee unanimously approved the measure Thursday. The House then agreed to let the bill skip the committee level and come directly to the floor for debate. Legislators are trying to move the bill to the Senate so it has a chance of passing this year.
Rep. Tom Young says threatening to yank the driving privileges would be a powerful incentive for students to stay in school. The Aiken Republican says many of the state's problems stem from too many people lacking education.
South Carolina's on-time graduation rate is 74 percent.
