COLUMBIA -- The mayoral run-off isn't the only race being decided Tuesday.  The District IV City Council race is also planned.

Former Columbia City manager Leona Plaugh and former Richland County Councilman Tony Mizzell both have years of experience in local government.

They'll face off against each other in the run-off.

Mizzell says he's the candidate who can deliver what the city needs.

"I have experience with city finances.  I've been passing around these towels," Mizzell says holding a towel with the words "Help Mizzell clean up city finances."

We called Leona Plaugh several times throughout the day with no response.
