COLUMBIA -- Columbia's District IV is heating up in its council seat race.

Candidate Kevin Fisher is questioning opponent Tony Mizzell's financial accountability due to an ethics violation during Mizzell's 2006 re-election bid to Richland County Council.

Mizzell was fined $1,000 in 2007 for failing to file campaign disclosure forms.

He says his former campaign manager failed to do the filings and the matter was tied up in the courts for more than two years.

Mizzell says he paid the fine in February after everything was resolved and is disappointed anyone would question his commitment to transparency.

Mizzell faces Fisher, Leona Plaugh, Walter Powell Jr. and Mary Baskin Waters in the April 6 District IV election.
