(AP) -- ALBANY, N.Y. (AP) -- New York's inspector general says a state tax commissioner broke the law by arranging tenured jobs for herself and nine other lawyers and then telecommuting under a false name from her South Carolina home to a part-time tax agency job.
Inspector General Joseph Fisch says the Department of Taxation and Finance abused the hiring system for more than a decade by routinely tailoring civil service exams to fit favored applicants. He's urging a full review of all senior attorney hires.
The report says former acting commissioner Barbara Billet instigated a scheme to manipulate the civil service process to benefit herself and other lawyers before she retired and took the part-time job.
A call to Billet was not immediately returned Tuesday.
