"We knew we had some problems here because the pumps were running, but the level was continuing to rise and we know with it's getting to ta certain point it's coming out of manholes," said Utilities Director John Dooley.
More than 500,000 gallons of raw sewage, spewing out of three manholes, causing a real stinch along the river.
"It was completely clogged with a lot of debris," said Dooley.
Things like plastic bottles, forks and clothing.
The three pumps at this Bentley Drive station couldn't handle the solid waste.
A problem utilities director John Dooley says could have been prevented.
"Obviously someone put it in there, whether they flushed it down the toilet or put it in a manhole cover, we don't know that," said Dooley.
Dooley says evidence found inside the clogged pumps came from the Department of Corrections.
"There was part of a jump suit," said Dooley.
As for health hazards, Dooley says the danger is over.
"If your swimming right when there's been a spill there is a hazard, but the spill is long past us. That's not excusing the spill," said Dooley.
Right now the three damaged pumps are not running.
Crews installed temporary piping with diesel driven pumps to help solve the problem.
