COLUMBIA, S.C. (AP) -- State regulators have fined an Orangeburg County dairy farmer $4,000 for contaminating a neighbor's land near the South Edisto River.

The State newspaper reported Monday that the Department of Health and Environmental Control issued the order against the Riddle Dairy Farm on Nov. 17 and released information on the fine late last week.

The newspaper reported that one of Riddle's farm neighbors, Wayne Windham, had said he would sue under the federal Clean Water Act if pollution violations were not corrected this week. Windham says DHEC has known for years about the pollution but failed to act.

Riddle says he is not polluting Windham's land. Riddle says DHEC staff members worked with him for years to make upgrades to the farm. He says DHEC only started cracking down on him recently.
