HILTON HEAD ISLAND, S.C. (AP) -- South Carolina Sen. Tom Davis says he will not run for governor or the U.S. Senate in 2014.

Davis told the Island Packet of Hilton Head (http://bit.ly/WHZ5D5 ) that he thinks he can do more to promote his fiscally conservative agenda by staying in the state Senate.

The Beaufort Republican had been linked to a primary challenge against Gov. Nikki Haley or U.S. Sen. Lindsey Graham. During a rally for Republican presidential candidate Ron Paul, Davis blasted Graham for caving in on conservative ideals and said he must be replaced next year.

Davis says he doesn't have the time to raise money and campaign for another office and be an effective state senator.

Davis was Gov. Mark Sanford's chief of staff and has been in the state Senate since 2009.
