COLUMBIA, S.C. (AP) -- The South Carolina Senate has approved a government restructuring bill that would give the governor more control of bureaucratic functions.

The Senate vote on Thursday sent the measure to the House.

The move could mean a victory for Gov. Nikki Haley, who made the overhaul a signature issue after former Gov. Mark Sanford fought unsuccessfully for years to abolish the Budget and Control Board.

The bill breaks up that little-understood agency and puts many of its duties in a new agency in the governor's Cabinet. Its responsibilities will include fleet and property management, human resources and janitorial services.

The measure came close to passing last year, as both the House and Senate approved separate versions. But it died as senators failed to vote on a compromise before the session ended.
