COLUMBIA (AP) -- South Carolina has added more than 22,000 inactive voters to a list of people lacking state issued photo identification that a new state law requires.

The State Election Commission released the updated figures Wednesday. Nearly 21,000 of those voters haven't voted during the past two elections.

Election Commission Executive Director Marci Andino said they're still eligible to vote but didn't respond to commission mailings asking if they wanted to remain active voters.

The commission reported last month that nearly 217,000 voters lacked state -issued photo identification.

The U.S. Justice Department is reviewing South Carolina's new voter identification law.

Andino hopes that review will be completed soon so new voter ID equipment and training programs can be implemented before the Jan. 21 GOP presidential primary.
