COLUMBIA (WACH, AP) -- Gov. Nikki Haley says South Carolina should eliminate the board that now chooses a pecking order for highway construction projects.

Haley said Tuesday those decisions are better left to a director she appoints.

"When I look at how I handle all my other agencies they are able to prioritize and handle where one person is accountable," said Haley. "It's hard when you've got to deal with General Bob who has to respond to a board and he has to respond to me and he's balancing the two on keeping them happy and what I want him to do is prioritize for the people of the state."

Haley's remarks came after the Budget and Control Board she chairs agreed to require the Department of Transportation to provide more details on cash shortfalls that left the agency unable to pay bills on time this summer.

State Treasurer Curtis Loftis said he thinks problems at the agency were far worse than originally described by the agency.

"Without transparency, there can be no accountability. Without accountability, there can be no reliable repair of the department's problems," says state Treasurer Curtis Loftis.

Legislators are reviewing what needs to be done to change state law after reports this summer that the DOT had run short on cash and was delaying bill payments.
