WASHINGTON (AP) -- The House is expected to vote this week on a bill that would undercut the government's high-profile labor dispute with Boeing Co.

The measure would prohibit the National Labor Relations Board from ordering any company to close plants or relocate workers, even if the company violates labor laws.

Republicans and business groups say no agency should have the right to dictate where a company can create jobs. Union leaders claim the bill would gut the agency's ability to protect workers' rights.

The NLRB accuses Boeing of building a new plant in South Carolina to avoid unionized labor in Washington state. Boeing denies the allegations.

The bill is likely to pass the GOP-controlled House on Thursday. But it is not expected to gain traction in the Senate, where Democrats oppose it.
