COLUMBIA (AP) -- South Carolina legislators are making progress on a bill that would require voters to show photo ID and allow for early voting.

A conference committee of House and Senate members didn't reach agreement Wednesday. But members pledged to consider Rep. Alan Clemmons' proposal for a week of no-excuse early voting and ending all other in-person absentee voting.

House Speaker Pro Tem Harry Cato wanted the ID requirement with no early voting, but senators said that is not an option.

The Senate bill combined voter ID and early voting.

It allowed a two-week window when voters could cast a ballot early without needing an excuse. And it continued to allow voting in person up to a month early by giving an excuse for not voting on Election Day.
