On Monday, the State Department of Motor Vehicles said it had failed to establish an enforceable system of notifying people when they need to take the vision tests.
According to officials, under the law, those who are unable to prove they have taken a vision test are supposed to receive a $50 fine.
On Wednesday, legislators plan to discuss eliminating the five-year eye checks.
