COLUMBIA, S.C. (AP) -- A Republican activist wants an appeals court to overrule a judge's dismissal of his lawsuit accusing Gov. Nikki Haley of illegal lobbying while she was a state representative.

John Rainey said Tuesday a circuit judge was wrong to rule that the court system wasn't the right place to debate legislative ethics.

Rainey has also brought a similar complaint before the House Ethics Committee, which voted earlier this month to dismiss all charges against the Republican governor regarding her previous jobs as fundraiser for Lexington Medical Center and consultant for Wilbur Smith Associates.

Both Rainey and a Democratic legislator want the committee to reconsider its ruling, and a meeting was set for Wednesday. A committee member has said she thought the complicated matter should be referred to the state attorney general.
