The Legislative Black Caucus held a news conference Tuesday to protest the bill. Opponents say the measure will suppress the vote of minorities, the elderly and the disabled. They say the bill will be costly to taxpayers and burdensome for the 178,000 voters who lack a driver's license.

South Carolina legislators have reached a tentative agreement on a bill requiring voters to show photo identification at the polls. A committee of House and Senate members agreed Wednesday to keep the bill about photo ID, reaching a compromise that removes a proposal creating a two-week window of early voting before Election Day.
